T/A Question

I got a rebuilt t/a from Steel Wheel Ranch. Nice out today so I started putting it in. Bolted unit up to gear case and output gear on back end will not turn either direction, Planet carrier will turn 1 direction and primary sun gear turns opposite but rear gear doesn't move. Is this right or is something wrong with new t/a? I would think it should turn. Don't want to go to all the work of putting it back together and find it doesn't work. Thanks in advance, Chris
