Kelly Two things, I would have made the dowles to fit in the seal hole so you could troque the bolts then put in the seal, this way when you torque the bolts you could move the cap and pinch the seal. Your tractor looks to be a gas and the sleves seam to be above the block. Are the head gaskets that bad now days that the head has to set on the sleeves like a diesel? Good luck.
