What do you think the guy is going to say if you call him up and ask, "Is this a scam?" Of course he's going to say no!!! CNH has NOTHING to do with the caps, manufacturing or distribution! Another telltale sign that this is a fishing scam. The gas cap liability stayed with the remaining piece of the original International Harvester Corporation, NAVISTAR, when they sold the farm equipment off to Tenneco in 1985. I looked at the tag at the bottom of the Navistar web pages, and it does say, "International Truck and Engine Corporation," so this guy did his homework.
