Yes, there is a woodruff key that keys the gear to the PTO shaft. You have to pull the unit off to get to it. Could also be other things too, but since the small belt pulley shaft is still turning, likely its the woodruff key. You have to use a puller to get the gear off the shaft. Don't try to drive the shaft out, as the woodruff key will hit the bearing and prevent that. Of course it the key is sheared, you might be able to drive the shaft out, but I would not try that as there may be enough left that the key would not go through the bearing race.
