IH 364 diesel hydraulic question

My IH 364 diesel has the hydraulic reservoir under the seat, keeping the hydro fluid separate from the trans fluid. The fill plug is behind the seat way up top. It currently has a plug with a "vent" in it but as far as I can tell on the parts microfiche for this 364 it should have a regular pipe plug here. It is obvious that some previous owner added this vented plug and welded a dipstick type rod on the bottom of it with a line for the fill level. They only had the reservoir half full. But since the parts microfiche shows a regular pipe plug without a vent should this reservoir be run completely full?
