I've never found a tractor carb that couldn't be rebuilt and made just like new again. The exception would be if the bowl had filled with water and froze, and the bowl cracked open because of it. You have missed something in the rebuild. Make sure the float is not leaking, and make sure that the float adjustment is correct, both the float height and float drop. You might also want to find a set of instructions that are complete. The abbreviated instuction sheet included with most of the aftermarket carb kits just isn't good enough.
