Help with International tractor PTO question

I have been looking for a tractor with a decent bucket and PTO, in my price range, forever. I think I have found one but have a question. It is an old international brand backhoe that someone sold the backhoe attachment off and now there is no visible sign of a PTO on the back, there is a plate that has been bolted on the back over where a PTO would be. The backend is flat. My question is generally speaking do all tractor type machines have the transmission etc to have a PTO and this one just doesn't have the splined pto part in right now or since it is a backhow has no PTO? I wish I had a pic and I know without more info you can't tell me definitively but I welcome your ideas. Thanks.
