Mark, I believe the starter is a series wound device, but regardless, the same current would try (subject to contact area and pressure) to flow through BOTH brushes to and through the armature windings, so Im thinkin I agree with Bob that one brush must have had greater pressure (brush hold down spring assemblies) or was perhaps burned or pitted more then the other and arcing (produces great heat) started happening (also a voltage drop occurred across the higher resistance brush) to melt and wear that one brush.
