The fluid doesn't just "stop working." It just boggles my mind how people have problems, and think changing the oil is somehow going to fix it... If it didn't work with old fluid, it's not going to work with new fluid. If the filter was plugged badly enough that it was completely blocking the flow of hydraulic fluid, then the pump burned up and needs to be replaced. Most likely, the pump just plain wore out, especially if the tractor has been a heavily used loader tractor all its life. The filter and fluid had nothing to do with it. ...and what's this about the amount of hydraulic fluid? You don't know if it's full or not? You better make sure or the new pump will burn up before you even get to use it.
