Sediment bowl arrangement for H

Have an H owners manual that shows sediment bowl on "fuel tank", shutoff valve on starting gas tank and yet another manual that reverses the layout. Parts books show multiple combination possibilities. The Farmall picture book shows most of the tractors, from all years, with the sediment bowl on the smaller starting tank.

The question is why two different ways. What did the field improvement kit do besides put on a metal bowl for heat control?
