W4 starting problem

A friend of mine has a 1948 W4 with a starting problem. When he tries to start with the starter he says it turns the engine very fast but won't start. When he pull starts it, it starts within the length of the tractor and runs like a top. If it was my old Ford I'd say look at the coil, but I know beans about a magneto setup. Any suggestions as to how to troubleshoot...? Many thanks. Don
