You need to measure your rims, and/or the other set you are looking at. What the tire says is the recommendation for that tire. It does not mean that they are actually mounted on that particular rim. I bet the rims you are looking at are ll inch. Are the tires actually 12-38, or 12.4-38. The old designation for 12.4-38 is 11-38. You can likely go one inch on either side of the rim designation without problems. Rim size 2 inches bigger than the tire size, no.
