Go to the crawler forum. However, I can tell you a little since I owned one of these for a short time. The way it works, is the clutches are spring loaded and are inside the transmission. When you pull the levers back, it first releases the clutches. Pull back further and it applies the brakes. The brakes are on the outside of the transmission between the transmission and the final drives. The brakes are dry type disk brakes, exactly the same as on the Farmall tractors. There are seals on the shaft at the transmission housing and at the final drive housing to keep the oil from those from getting on the brakes. Likely your seals are leaking and getting oil on the brakes. There is a plug with a hole in the bottom of the brake chamber that is supposed to drain out any oil to keep it from getting on the brakes. If the hole is plugged any leaks will be even more of a problem. To fix the seals and the brakes, the final drives have to come off, but before that, the tracks have to come off. Pretty big job. The dozer I had had had new brakes put in it before I got it. Apparently the seals weren't fixed and the drain hole in the brake chamber was plugged up on one side. Shortly, it quit turning left hardly at all. I was able to help the situation by opening up the drain hole in the brake chamber and then squirting brake cleaner through the actuator rod hole. It got better, but was still not too good. I sold the dozer because I did not want to get into the heavy work requred to fix it. I'll stick to things with wheels in the future.
