Place it on an anvil/rail/etc. Use a two pound hammer and a sharp 3/4" cold chisel. Start at the end of the clamp slot and put a groove in the metal, 1/2 the thickness of the tube wall, going in the same direction. the displaced metal will swell the outer tube enough to loosen the rod, without deforming the shape or appearance much.
