This may sound a little harsh, but if I was in your area, I'd come over there and smack you upside the head. You're like Don Quixote charging at windmills over there, son! If the tractor runs on starting fluid, then there's nothing wrong with the timing. The valves may not be in perfect condition, but they're working well enough. Ignition is working. YOUR PROBLEM IS FUEL FLOW, PERIOD, END OF DISCUSSION! Quit looking for problems where none exist. Quit listening to people who tell you to check the muffler bearings. Hose or steel line, it doesn't matter as long as the hole is open between the gas tank and carburetor. Come on, you know that! If the fuel only drips out the carburetor drain, THAT is your problem. Tractors will not run without gas. Take it back and make them fix it, or, fix it yourself. The float or needle valve is probably sticking.
