IH 384 Hydraulics

I have an International 384 that won't drop the 3 pt lift arms. When the tractor is shut off it will slowly bleed down, but as soon as the tractor is started they are right to the top and it sounds like the hydraulic is still tring to lift further. This happened during the winter and I thought there might be ice blocking a valve. I have added antifreeze and drained it but still no luck. A couple people have told me that it is probably a stuck valve and that on this tractor it needs to be spilt to get at it. Anybody have any insite? Thanks, Kari
