Clutchless 3 speed 404

I stoped and looked at a 404 for sale that is very odd.It has NO CLUTCH and never has the right side has 2 peddles 1 controls both brakes the other gas,Hi-Lo lever like 444 and 3 speed trans.The hyd. lines come out of the center housing and run to a coil in front of the radiator then back into the clutch housing on left side It also has 4 gauges on the lower side of dash one is hyd.temp.they are all IH gauges
