1066 Steering Cylinder

I was replacing the tie rod end on left side the other day and noted that the steel block with anchor pin on the end of the steering cylinder has approx. 3/32 play between O.D. of pin and I.D. of steel block. I was considering machining the block out and installing a bushing but when I cleaned off all the grease and dirt, I can see what looks like a bushing already in there. Was this bushing installed at factory or was this a repair. Actually, kind of glad to see the bushing as I will not have to machine out block. I am also sure there will be some wear on O.D. of shaft. I could build up with powder torch and machine back down but am afraid the heat will make shaft brittle. What do you all think?
One last question! I have not attempted to pull the pin yet. I can see the cotter pin on bottom of shaft but shaft is awfully tight in its hole at present and wandering if it is press fit, screwed in or just rusted in there over time.
