B414 draft control lever

Hi,
I just purchased a "65 B414 two weeks ago. The draft control lever is very, very difficult to move. The postion lever work fine, albeit a little stiff. When lifting or lowering the 3pt the draft control is moving with it as if they are glued. What can I do to remedy this?
