Hi, it have a priority valve to allow 3 gpm to the steering system. Below the hydrolic filter, it have a thick plug, the valve is in that hole. Remove the plug, remove the spring and may be the valve is stuck all the way up or down. With a fine emery cloth, remove all scrach on the spool until it move free in the hole.
