Hole in bottom of carb.

For Rusty Farmall and Old. You told Kevin Schumacher on 4-26-06 that a carb should only suck, never blow.After sitting for 6 months this winter ,my W4 would suck and blow out of a small hole just to the rear of the bottom adjusting screw on the bottom of the carb.After shutting the gas off and spinning the moter over for a few minutes,then turning the gas on, the tractor started, and I took my bride of 49 years for a ride.At the time I figured the sucking and blowing was caused by a valve that stuck open for a bit. The W4 worked fine. My "DUMB" question is,"what is that hole in the carb for?".
