You could have a vacumm leak or a fuel restriction somewhere. If you are sure the manifold is sealed tight then check the gasoline flow to the carb. If the flow is good then remove the carb and clean it internally. Also there is an outside chance that the intake valves aren't set right or need reground. Vacumm needed for updraft comes from the head intake valves.
