No governor response on SMD

I decided the other day to take the SMD out and work the cobb webbs out since it has only done shows and parades the last couple of years. While working the tractor I noticed that I was not getting any response out of the pump governor when I would cross ridges and get in good pulls. Have I got pump problems or is the governor just stuck, and can I remedy this with out having the pump worked on by a profesional? The tractor starts and switches over just like it should.
