Most likely the needle valve is sticking and not opening fully to allow a full flow of gas, might also be the float itself is hanging up or sticking and not allowing a full flow. A hanging float is a real problem on the M carbs because there just isn't a lot of space where the float lives. If the tractor sat for 14 years, there is most likely a bunch of goop down in the well where the main metering stem is attached, and the metering stem itself is probably at least partially plugged. A carburetor that is this dirty will probably require some cleaning other than what would be normal. Send an e-mail if you need more help.
