Yup water in the oil or low oil or pooped pump or the worst one. You may need to take the seat top off of the reservoir body. Very heavy cast iron and needs a lot of care getting it off. There is a bronz screen filter in there that gets full of grass trash or teflon tape and all kinds of other crud. Nice all day job with a good friend to help. Hope you have a chain hoist and a good size shade tree! Jeffcat
