The squealing is the relief valve popping open to let the excess pressure by. Have you ever lifted this rake with this tractor before? If not, the answer may be as simple as the rake is too heavy for the tractor. Modern tractors have 2000, 2500, or even 3000PSI hydraulic systems, and modern implements are designed to take advantage of this, cutting costs by using smaller diameter cylinders and relying on the high-pressure hydraulics to compensate. Larger-diameter hydraulic cylinders can help you in this regard, as the larger pistons can lift more weight with less pressure. Another possibility is that the relief valve is getting weak after 50-odd years in service, and not allowing the tractor to even develop 1250PSI.
