There may be a thrust washer gone on the reverse shaft and the gear is floating back and forth. The easiest way to check this is to first, hope that you don't have the saddle tank, or you'll have to remove it to get to the side cover above the hitch pump off to see if thats what the gear is doing. To fix that you have to split the tractor to get the shaft out to put in the missing thrust washer. Thats what I've seen for this type of problem. The only other thing that could be is a detent roller gone in the shift coveror the lobes on the control shaft are wore badly and you have to remove the seat, shift linkage, and have the tool for removing and installing the cover to check for that. You can decide what you want to check first. Personally I'd go for the side cover first and if you have a side tank just run it down to towards empty so you don't have to be draining and pumping fuel.
