Farmall C Smoking

My '48 C likes to oil foul the number two and three plugs pretty fast. I checked the compression and got around 80 psi on each cylinder, and with oil added I got about 10 psi more. When I bought the tractor the air cleaner was in pretty rough shape, so I took it apart and put it back together. I was never quite sure about the air cleaner and wondered if it was sucking oil out of it and causing the fouling. So I took the air cleaner completely off and started the engine...then it smoked like crazy. Before, with the air cleaner on, it would smoke whitish brown smoke mainly at idle, not a whole not, but enough to notice. Then without the aircleaner it constantly smoked the whitish brown smoke. It just poured out smoke without the air cleaner on. I then shut it down and put the air cleaner back on and the smoke was gone, not all of it, but just like before with a little at idle. What's going on? Why does it smoke more without the air cleaner on? Thanks
