You don't say, but it sounds like you already have a friction disk type throttle handle. I got one to replace my toothed handle and it does the same thing.It can be tightened by first loosening the lock nut on the bottom, then tighten down the bolt on top, then retighten the lock nut. Problem with mine is, if it's tight enough not to slip it takes both hands and a foot to move it.
I've got just about all the old parts I've tasken of the H lying around the shed. The one I can't find it the worn out toothed throttle. I wish I had fixed it instead.
