1939 F-14 Governor Problems

I posted a picture over at Parts and Pieces showing the top of our F-14 governor. When we got this together we found that the keyway in the rock shaft does not line up. We can't connect the linkage to the carburetor. We put a new bearing on the main shaft and I believe that it is all the way in (the hole for the cotter pin lines up). We put new bearings in the rock shaft and it "rock" freely. Anybody know what is wrong?
