They make a slow 1st/2nd gear for these tractors. I don't remember if it was a factory option but I'm sure there was an aftermarket. You'd have to replace the gear on the top and bottom shaft. 1st gear is notoriously fast in these tractors. especialy since they were built for vegetable growers.
