I've never worked on a 240U, but I think that they would be the same, or very similar to a Super C or 200. There are several springs in the governor, the one that usually breaks gives the opposite symptoms to what you describe, that is: it will idle, but not speed up. That spring pulls the throttle open against the action of the flyballs. It sounds like somthing is binding in the governor and the only thing I can think of to suggest is to take it off and look inside. Get a repair manual. It will give you a diagram of how things are supposed to be inside, and a set-up procedure to guide you putting it back on.
