Mine is the same way. I posted questions here about it when I bought it, and the general opinion was it is normal. When the hitch lowers, the hydraulic pressure is working against the check valve in the block in front of the seat. So it goes slower. I plow with mine in the spring, and have been using it with a box blade all spring and it works fine, just takes some getting used to. Good luck, Bill
