IH T340

I've got a IH T340 that will not move. The main clutch has been replaced and when you engage it the tractor will begin to move weakly. If you pull either steering lever the tractor will stop in its tracks. The engine does not bog out and the hydraulics seem to work fine. If you release the steering lever the tracks may or may not begin to move again. Most times you have to dis-engage and re-engage the clutch to get it to move weakly again. Any suggestions or IH gurus in western North Carolina?
