There are inner & outer seals in the axle housing; you need to drain the transmission oil, remove the PTO, remove the wheel(s), remove the bull gear(s), take off the axle housing(s), pull the axle out, drive out the seals, and then reverse the process.
Worst case; remove the transmission cover.
Have fun! Be safe & securely block the tractor. Doing 1 side at a time helps.
