There's only a outer axle seal and felt. Remove the cast wheel from axle and brush rust or crud from axle, then remove 4 bolts 3/8 diametter 9/16 wrench and flange from axle. The seal is in the flange the one that has grease fitting in it unless it was updated sometime.
