Naturally the correct way to fix that ring gear is to split the tractor and install a new ring gear. That being said, I do know a few folks that have filed the teeth back into shape without splitting the tractor and have had good success. Keep in mind that the new drive on the starter will take care of at least some of the wear in the flywheel ring. As far as rewiring the starter to be 12 volt, There is no need for that. Plenty of 6 volt starters are running with 12 volts, and have never had a problem.
