H Governor problem?

I have a 1950 H that I bought new, rebuilt the engine in 1970, retired her in 1980. Last fall before I put her away for the winter, she started to run erratically. Through all ranges of throttle, the engine "hunts" or does not stay constant. This week I have cleaned and and installed a carb kit but still no change. I have a service manual and went through the set-up and adjustment process of the governor and made sure my linkage was was tight. This seems to have improved the hunting a little. I have done the carb set-up per the manual as well. I can't get her to even out. Any suggestions?
