The .013 spec is for the magneto ignition, which is what the tractor would have had originally. Old is right on the .020 spec, which is correct for a distributor ignition. I made the same mistake one time, but the tractor still started up and ran, so I think you have another problem, but go ahead and set the points to .020 and see what happens.
