i have a cub also with a 59 woods. i had the same problem. turns out the deck was set wrong. i picked up a tool from the local john deere dealer to measure deck blade height. they are plastic and run about 12.00 or so. measure the front to back of the blades and the measure the side to side. side to side should have the same, front should be about 1/4 to 3/8 " lower than the rear. i think my front blades are 2-3/4 " off the ground. reset your gauge wheels in the front and set the side skids so they are a little but off the ground. i can mow in 2nd gear now fine. best to do the measurements on flat concrete driveway. good luck!
