Obviously you are getting gas into the carb, but apparently not enough. The reasons for this happening are many. The needle valve could be partly stuck, the float may be not dropping enough, the fuel inlet screen may be plugged, the fuel line itself could be plugged, the sediment bowl probably needs cleaned, including the fine mesh screen that sits on top of the glass bowl,the inlet into the sediment bowl might be plugged, and finally, there may so much rust and crud in the tank that it won't matter what you do, everything will just plug up again.
