Take the bowl off of the carb (don't take the whole carb off) and you will see the float and it is pinned to the upper half of the carb. While holding the float, remove the pin and watch the locations of things when lowering it. The needle will come out of the seat. See if the seat is plugged up. It should be clear to the inlet fitting.
