Just because it's been "overhauled and tuned" doesn't mean that it was done correctly. In fact, it's fairly easy to screw it up. It's also fairly easy to get it right, too. How many turns out is the mixture screw? The line's clear, but what about the sediment bowl at the tank? What about the tank itself? Getting the tractor hot may be a time issue, not a temperature issue. The chunk of crud that's restricting the fuel flow takes just about that long to work its way up to the fuel inlet in the tank, for example.
