Hello,
I don't have experience with the problem, but previously on this site, persons were talking about governors having disentegrated, spitting out the small steel balls, contained therin. I suppose it's possible that your governor may not have a functioning counterweight set up. Have you put a timing light on it to determine what happens to the timing when you open the throttle?
Just a suggestion of something to check.
