I am not sure exactly what you mean by siezed. If the wheel won't rotate even when the brake pedal is pulled back into the up position, then you may have some labor ahead, but . . My 140 had brakes that were on or off. No in between. On my 140 they are wet, soaked in the oil of the final drive. I think the super A is the same. Get some PREMIUM hydraulic fluid specifically stated for use with wet brakes. Regular oil will cause them to get "sticky" because of the mechanical advantage designed into them. I drained and refilled my final drives and they work great now. If it doesn't work, you aren't out much
