IH Farmal B414 fuel starvation

Sypmtom: tracter runs fine (as ever) but under load or at high idle will quit from lack of fuel. Demonstrated by empty fuel float bowl.

Replaced fuel pump, no change; cleaned Zenith carb, no problems observed and did not correct problem. Assumed the needle/seat valve was stuck, apparantly not. Could not locate carburator kit locally and reused gaskets - doesn't appear to be a problem.

Out of ideas. There is not a fuel filter that I can locate - another classic fuel starvation cause. New fuel pump could be bad, however, I do not know how to test or determine.

Any suggestions would really be appreciated!
