It is quite common for the linkage to act like that. The issue is whether it is wide open, when in the last notch.
(do this with tractor off)
Look at the governor control lever on back of gov box. With the hand lever at idle, the gov. lever will be relaxed. Then look at it with it at full throtle on the hand lever. It should move substantially. With the hand lever in that position, disconnect the link to the gov arm. Pull the gov arm farther in that direction against its spring. If the lever will not move farther, the adjustment is OK. if it does move farther than the rod pushes it, the rod needs to be made longer (adjustments in threads) so that it is moved all the way to its stop. The wide open condition is regulated in the governor, not the link, so do not worry about overspeeding the engine by this adjustment. (not all farmalls have the same setup, some have external links to the carb, these can cause serious overspeeding if wrong. Good luck, JimN
