Levi, an Ammeter is almost a dead short circuit across its terminals (The "Ideal" Ammeter would be zero ohms) and indeed BOTH its terminal should show hot battery voltage with respect to frame ground if its good. Its SUPPLY terminal wires to the battery/starter often at the big battery cable post on the starter switch/solenid while its other LOAD terminal feeds loads like lights and ignition etc PLUS wires to the BAT terminal on a Cutout Relay or Voltage Regulator, thats how n where the gennys output gets coupled up (when relay closes) to the battery to pump current into it to charge it through the ammeter. A Key Switch MUST have hot battery voltage on its BAT input terminal so when its turned ON it can supply that voltage to the ignition coil (via its IGN output terminal) and it derives that voltage from the LOAD terminal on the ammeter as descrived above UNLESS you have a 4 pole VR with an L terminal which then supplies that voltage. I tend to err on the high side on plug gaps on stock coil n points ignitions and run around 0.025 usually, I have no specs or data for what that tractors is supposed to be, however.
