Ground the F terminal of the generator. The regulator connections can stay in place. Then measure the voltage between the A terminal and ground. This takes the regulator out of play and just tests the generator. Don't leave it running this way very long as the generator will be putting out it's unregulated maximum and something will burn out in a little while. If the generator has just come out of a shop, it should be polarized. With the engine not running, momentarily jump a connection from the BAT lug of the regulator to the A terminal of the generator (assuming the Bat terminal is wired as normal into the battery).
