Throttle problems after carb rebuild ('47 Cub)

I recently rebuilt the carb on our '47 Cub. Everything seems to be working fine, other than the fact that I've lost throttle sensitivity. I'm sure it has to do with the new throttle screw and spring that was installed, but I can't seem to figure out the problem. Is there a proper way to install these things? Do you set it with the trottle all the way closed? Open?
